Se você ainda está estudando:

I have started the course but I haven't finished it.

Se você terminou o estudo:

I started the course but I didn't finish it.

É mais importante que o tempo da segunda parte da frase é correto, porque ela diz se você terminou ou não. Na verdade, neste caso, a primeira parte pode ter qualquer tempo.

Lembre-se a regra: Ainda está acontecindo (present perfect) ou terminou (simple past)?

Não posso achar nenhuma diferência entre 'maybe' e 'perhaps'. 'Perhaps' é um pouco mais formal, e talvez usado menos frequentemente nos EUA. Acho que você pode as permutar à sua vontade.
